Dear Standards Committee,

We received a number of comments related to the review of the Performance Framework specification. The attached spreadsheet details those comments and the working group's recommendations related to each comment. I've attached a revised specification and schema that illustrate what acceptance of those comments looks like. A number of the comments were minor editorial changes, but several others were substantive comments. Please reply all with any comments, questions, or concerns by August 8.

Here is a summary of substantive comments. The commenter asked for clarification as to whether scores should be positive only. Upon review, the Competencies Working group recommends that not only the scores allow for negative values but that they also allow for decimal values. In addition, the commenter asked whether performance frameworks should support representation in multiple languages. The working group recommends allowing representation in multiple languages. To enable representation in multiple language, the xml:lang attribute has been added to several elements. Those elements also allow for  multiple occurrences.

The recommended revisions would allow, for example, a Canadian organization to publish a performance framework in French and English. Each performance level could have an English label and a French label. Indicators for a particular level of performance could have a French description and an English description. The benefit of this approach is that the same performance framework can be used for expressing learner performance irrespective of the assessing organization's language. A French speaking learner's assessment results are expressed using the same measuring stick as an English speaking learner's assessment results. For countries with more than one national language, this enables a national view of learner performance.
