[Competencies] Vote on advancing standard and availability for Dec 21

Dear working group,

The MedBiquitous Competencies Working Group has contributed much time and effort to the development of technical specifications for the exchange and dissemination of competency frameworks. The current version of the specifications, version 0.75, is available for download at http://groups.medbiq.org/medbiq/x/EQI . A one page summary of the specification is available on page 17 of the document. The MedBiquitous Standards Program Operating Procedures specify that when a working group believes a specification is ready, it send the specification to the MedBiquitous Standards committee for review and ballot. The linked survey provides an opportunity for you to vote on whether or not that transition should occur.

Since the last working group call, a few changes have been made in accordance with the discussion on that call:

*         The Status element was removed and EffectiveDate and RetiredDate were added instead. If a framework is retired, that can be indicated by using the RetiredDate. The EffectiveDate can show when a framework goes into effect.

*         The lom lifecycle status element is now a recommended element.

The survey will be open through January 6.
